Announcement selection of an individual consultant

Monitoring and Evaluation (M&E) Specialist
Sustainable Rural Development Project (SRDP)

The Joint Project Implementation Unit (JPIU) under the Ministry of Economy and Finance of the Republic of Uzbekistan announces the launch of the selection process for an Individual Consultant — Monitoring and Evaluation (M&E) Specialist for the Sustainable Rural Development Project (SRDP), financed by the Islamic Development Bank (IsDB), the OPEC Fund for International Development, the Saudi Fund for Development and UNDP.

Expected services include:

•    Conducting regular physical monitoring of construction/reconstruction progress across all 912 SRDP facilities in the Republic of Karakalpakstan and the Bukhara, Navoi and Khorezm regions;
•    Monitoring disbursements, contract payments and financial progress of each facility against approved budgets;
•    Monitoring procurement processes for all packages conducted through the electronic platform «Shaffof qurilish» (Transparent Construction);
•    Preparing monthly consolidated M&E reports and quarterly progress reports for the IsDB and the OPEC Fund;
•    Maintaining up-to-date monitoring dashboards/registers (physical, financial and procurement) within the MIS;
•    Organizing beneficiary surveys, focus groups and technical audits of completed facilities;
•    Other related duties as assigned by the Director of the JPIU.

Qualification requirements:

•    Higher education in economics, social sciences, engineering or a related field (minimum bachelor's degree; master's degree preferred);
•    At least 5 years of relevant professional experience, including in projects financed by international financial institutions (IFIs); experience in infrastructure/construction monitoring; familiarity with public procurement systems;
•    Fluency in English; knowledge of Uzbek and/or Russian is an advantage;
•    Excellent computer and data-analysis skills (MS Excel, Word, PowerPoint).
