Dear Participants,
Within the framework of the implementation of the “Sustainable Rural Development Project”, financed with the participation of the Islamic Development Bank (IsDB) and the OPEC Fund for International Development, we hereby inform you of the following.
The “Sustainable Rural Development Project” is being implemented in accordance with Presidential Resolution No. PD-5246 dated September 18, 2021. The procurement procedures have been carried out in compliance with the Procurement Guidelines of the Islamic Development Bank.
Following the completed tender procedures, the Evaluation Committee carried out the evaluation of bids, prepared the corresponding evaluation report, and issued Notifications of Intention to Award to the bidders.
At the same time, prior to the signing of the contracts, the Employer identified certain deficiencies in the design and cost estimate documentation prepared by the design organization for a number of project sites.
In this regard, the Employer submitted an official letter No. 04-04/7-01/240 dated January 26, 2026, to the Cabinet of Ministers of the Republic of Uzbekistan.
In accordance with Protocol No. 05-05-11475 of the Cabinet of Ministers of the Republic of Uzbekistan dated March 3, 2026, a decision was made to revise the design and cost estimate documentation for the relevant sites, eliminate the identified deficiencies by the design organization, conduct a repeated state examination, and organize new tender procedures through the electronic platform “Shaffof Qurilish.”
It is noted that the above-mentioned circumstances were identified after the completion of the evaluation stage. At the same time, the procurement procedures for the respective lots had not reached the stage of actual implementation of works, and the revision of the design solutions is necessary to ensure the proper quality and efficiency of project implementation.
In accordance with Clause 40 of the Instructions to Bidders (IsDB), “The Employer reserves the right to cancel the procurement procedure and reject all bids at any time prior to contract award without incurring any liability to the bidders, provided that the bid securities are returned.”
Furthermore, Paragraph 6 of the Protocol of the Cabinet of Ministers of the Republic of Uzbekistan indicates the expediency of cancelling the previously conducted tenders for the relevant sites, followed by their revision and the re-conducting of procurement procedures in electronic format through the national e-procurement platform “Shaffof Qurilish.”
In view of the above, a decision has been made to cancel the procurement procedure for the following lots:
